About Steven

He is a personable and customer focused attorney and with more than 40 years of experience and he is highly qualified to meet your legal needs.


Mr. Altman is a member of all courts of the State of California and also duly admitted to the United States District Court for the Eastern and Northern Districts.  He graduated from the University of California, Los Angeles (UCLA) in 1970 earning a Bachelor's Degree in Sociology and a Juris Doctorate Degree from the University of San Francisco in 1974.  Mr. Altman was admitted to the California State Bar in 1975.


In addition, Mr. Altman is a member of the current Modesto Bankruptcy Court Liaison Committee and has been selected as a member of the Bankruptcy Court's Dispute Resolution Panel as well as Judge, Pro Tem Stanislaus Superior Court in traffic and small claims matters in the past.   He has also served as Chairperson of the Modesto School Bond Advisory Committee (2002-2004) responsible for oversight and administration of approximately sixty (60) million dollars for primary and secondary school funding. He is also active in a local Rotary community service organization.

Bankruptcy

Chapter 7 Bankruptcy

A Chapter 7 bankruptcy is basically a liquidation process. The trustee in a Chapter 7 bankruptcy will take over your non-exempt assets and sell them to pay off your debts. 

Chapter 13 Bankruptcy

Chapter 13 bankruptcy is commonly referred to as reorganization or wage earners’ plan and allows for the reorganization of the debts. This is very different from a Chapter 7 bankruptcy. In a Chapter 13 bankruptcy, you continue to retain possession of all your assets. You must make regular payments under a court approved repayment plan. This repayment plan lets you spread the payments over three to five years.

Small Business Bankruptcy

Small businesses have three potential bankruptcy options: 

Chapter 7,  Chapter 13 or Chapter 11 

Chapter 11–Is expensive, risky, time-consuming, and complex, this is the only bankruptcy option, for a small business seeking to restructure and continue in operation if it is owned by a partnership, limited liability company, or corporation. Chapter 11 is also the only bankruptcy option for individual business debtors who want to reorganize, but owe too much money to meet Chapter 13’s eligibility requirements.
